First-timer applicant

DEFINITION

A first-timer applicant is someone who has never received an HDB housing subsidy, such as from a previous BTO purchase or an executive condominium bought with a CPF housing grant. First-timers usually enjoy higher ballot chances and access to more grant options.

This means a person has not received HDB housing help before. Because of that, they usually get better chances in the ballot and may qualify for more grants.
